NOTICE OF OPPORTUNITY TO REQUEST A PUBLIC HEARING
ON THE DESIGN ASPECTS
AND NOTICE OF AVAILABILITY OF THE
ENVIRONMENTAL ASSESSMENT
FOR THE PROPOSED IMPROVEMENT OF
A COUNTY HIGHWAY D EXTENSION
BETWEEN WIS 77 AND US 2
LOCATED IN THE CITY OF HURLEY, IRON COUNTY
ALL INTERESTED PERSONS are advised of an opportunity to request a public hearing by the City of Hurley and the Wisconsin Department of Transportation to consider the detailed design aspects of the proposed improvement to extend County Highway (CTH) D between Wisconsin State Highway (WIS) 77 to U.S. Highway (US) 2 including those aspects of the proposal that may require application to the U. S. Army Corps of Engineers for placement of fill materials into waters of the United States.
The City of Hurley is proposing to create a new connector route on the west side of the City by extending CTH D from WIS 77 to existing CTH D/Division Street. Pavement replacement of existing CTH D to US 2 is also proposed for improvement. The transportation project would provide traffic operational and safety benefits in downtown Hurley for businesses, pedestrians, bicyclists, and tourist traffic by diverting large, heavy truck traffic from US 2 and US 51 to the west side connector route. The tight physical constraints of the downtown environment make existing truck turning movements on the state highway system difficult to maneuver; navigating around sharp curves, parked vehicles, and mixing with local, resident pedestrians and bicyclists. A new connector route would reduce downtown traffic congestion and improve traffic, bicycle, and pedestrian safety.
The transportation improvement project has qualified for federal funding. Due to the large scale of the project, the City of Hurley has proposed to complete the improvement project in three phases:
Phase I
• Construction of 0.36-miles of new, rural roadway with 12-ft driving lanes and 6-ft shoulders from the intersection of WIS 77 and Odanah Road to the north on new alignment
• The proposed Phase I roadway will terminate at a temporary cul-de-sac
• Partial reconstruction of the intersection of WIS 77 and CTH D to accommodate turning movements and increase safety
Phase II
• Construction of 0.64-miles of new, rural roadway with 12-ft driving lanes and 6-ft shoulders from the Phase I project limits to the current CTH D and Division Street intersection
• Partial reconstruction of the intersection of CTH D and Division Street to accommodate turning movements
Phase III
• Pavement replacement of 1.65-miles of existing CTH D from Division Street to US 2
• Partial reconstruction of the intersection of CTH D and US 2 to accommodate turning movements and increase safety
Construction of Phase I of the improvement project is scheduled for 2017. Right of way acquisition will be required to accommodate the new roadway alignment and intersection improvements near WIS 77.

A public hearing may be requested by individuals to whom the proposed project is of significant concern. The hearing request should indicate the concerns and reasons why a hearing is requested.
Before making a request for a public hearing, persons are encouraged to contact Lynn Saeger, WisDOT Project Manager at 715-421-8391 to express their views and discuss those aspects of the proposal that are of concern.
A request for a public hearing may be made by submitting a written request via U.S. mail to the WisDOT project manager contact listed below on or before June 27, 2016.
If a hearing is held, it will consider the general location as well as the detailed design aspects of the proposed improvement; the social, economic, and environmental impacts and effects of the proposed improvement including those aspects that may require permit application to the U.S. Army Corps of Engineers pursuant to Section 404 of the Federal Clean Water Act and whether the improvement is or is not in the public interest and consistent with the goals and objectives of area planning.
If a hearing is held, notice of the time and place of the hearing will be published in area newspapers.
There will be no relocation of persons or businesses as a result of the proposed improvement.
ALL INTERESTED PERSONS are further notified of the availability of the Environmental Assessment of the proposal's impacts and effects which has been prepared and filed according to the State and National Environmental Policy Acts. This document indicates that no significant environmental impacts are anticipated to occur as a result of this improvement. The Environmental Assessment is available for inspection at the following locations:
